It depends on the annual income of your parents, and which scholarship you apply for as well. And even if you get it, only the tuition fee gets eliminated. And it has a lot of categories, it would be better if you research about it on your own or call them and ask about it.

I personally use a dell(Vostro) laptop WITH A GRAPHIC CARD, it's pretty good but I also had to take an Ipad for my illustrations. I have a friend who has HP pavilion, and it has a touch screen so it is really good for illustrations. So if you are planning on taking just a laptop and not a laptop+Ipad, then that is a good option you can go for. Also, I would suggest you buy it on sale, like for independence day sale or diwali sale, until then you can be more specific on what exactly you wanna buy (talk to your seniors!) and you always have a computer lab in the college to work on!
