This is how I understand this scene: Judas symbolises the Devil, singing, dancing and partying while Jesus is on the cross. The devil is celebrating that he 'won'. But good for us, we know Jesus resurrected and died for our sins. So the devil ultimately lost.
But in the main productions and others, he descends from the ceiling with angels to sing this number. So I feel like it's Judas having been up to heaven and coming down to be like "Hey Jesus, die already and come up here with me it's great. Also when you're up here, I have so many questions to ask!" I don't think Judas and the devil are one in the same when it comes to this production. And that's what makes it so great--even Jesus is questioning god and his role in all of this. All of the characters are multi-dimensional and it's not just good versus evil.
