Not to sound like that guy, but all I can say is practice, practice, practice. If you want to get past the tutorial if you are struggling use a mouse to do so, then practice the rotations in the practice menu screens.
In NG Black it can be heard in the part where Ryu shoots down the helicopter and leaves the military base.
