Hovering definitely should have been a feature in the game instead of something you tried to do but failed at. I think I managed to make a hover maybe once or twice successfully.
In the map editor, you should open the skin mode which can be selected at the bottom somewhere and then left click on a highlighted block like a sign block. You should now be able to choose a sign and apply. If you followed the instructions inside the zip, you should be able to see and choose from these custom signs as well.
Cool vid as usual! These showcases are always such a banger, cause I just love the maps and how they are showcased. Little feedback: For the last rally segment I would've tried to use sounds from a rally game, some codriver sound files, I think it could sound better than this. But the idea is great, since Valley is perfectly suited for a rally scenario.

I already made these at the end of August, but I waited to release them as there was a problem with the locators of transparent webm signs not saving in the map file. Today, Nadeo fixed in the latest update. Have fun!
