You don't need to follow this process now as the template for AZ3166 MxChip is now in IoT Central. All the JSON does is map the features of the device to IoT Central so that a) IoT Central understands the telemetry messages and events including button press and b) can send commands back. I am not sure what you mean by customize the button or add a counter.
This was the quickest way (and fewest steps) to create a trial tenant with licenses for Power Apps and to provision a Dataverse environment. If you already have a tenant then you can create a Power Apps trial and then you need to go to the Power Platform Admin Center and create an environment The trial procedures have changed since this was recorded

Right now, as far as I know, there are no labs in any of the Microsoft exams but this may change - see docs.microsoft.com/en-us/learn/certifications/exam-duration-question-types
Yes, there were labs in exams, but these were removed at the beginning of the pandemic in March 2020 to free up Azure resources. Expect labs to be reintroduced at some point as they are a very good measure of how well the test taker knows the subject
