It's funny: Peter couldn't play Ernie exactly like Jim or Steve did, and he didn't try to, because he was always acutely conscious of his own uniqueness as he moved through the course of performing the character, yet here he is speaking to Ernie having a sweet side like nobody before him.
I remember being blown away by Peter Linz's Ernie voice, because it bears an uncanny resemblance to Steve Whitmire's Ernie. I remember thinking he sounded WAY better than Billy Barkhurst, who succeeded Steve and preceded Peter. And Peter is also a very good Herry Monster.

Take for example, Mickey Mouse Clubhouse and Mickey And The Roadster Racers (or Mickey Mouse Mixed Up Adventures as it's now called). The former has the character of Toodles and the latter has (among many others) Billy Beagle and Emmy Lou. Once the former show ended, Toodles never appeared in any other Disney media, not in a major role anyway. I'm going to assume it's the case for the latter. There's also something like Sofia The First, where she's interacted with characters from various Disney movies, but is not considered an official Disney princess. Elena Of Avalor is in the same boat. And then we have The Lion Guard, introducing Kion and his friends, who only appear in this show. That's it. So, I'm thinking that once this show ends, she won't be considered an official Muppet. Both Muppet Babies shows target young kids , and while still having a healthy audience of both kids and adults, are definitely meant to be sweeter and more light-hearted. Perhaps for better comparison, look at Sesame Street, which has an adult audience, but the target audience is young kids due to the emphasis on an educational curriculum. Even back in the early years, this was always the case due to the Muppets having a more distinct edge. It's also why the show has no problem bringing in characters from international versions of Sesame Street since they have the same audience. If the character of Summer was introduced in an older skewing Muppet project, then she could be an official Muppet. As it is, that's not going to happen.
On Sesame Street, as you said the specials they've been doing the past few years have been great. Why not just change the show's format to a 22 minute version of the specials? That way it'd give the story breathing room, you'll be able to fit in a lot of characters, and it would basically be a street story but longer.
