@@amccutcheon1988 Looks like a juvenile bear that's gotten a bit too used to people, fed before as a cub if I had to guess. No defensive behaviour, communicating submission by lying down, chasing the guy at a leisurely pace and showed no inclination to attack even when the guy stopped even though it totally could've.. Actually tried to sit down again before buddy sped off a second time.

Brown bears, romanian winters are kinda mild and this was from march 2021, so yeah they wake up in spring and are hungry. Also lack of large natural habitats pushes them into urban and touristic settlements in the Brasov county, so you can expect to see them near dumpsters even mid winter. Bears don't exactly hibernate for months on end, they do wake up for a quick snack.
