Levy is a description of a nerd, nerd the kniw alot and can perfom but cant actually get the result. To success you need to be less of a nerd and just be brain dead about doing things learn your own way not from others.
If you are up on material and low on time it usually means you used that time to gain a material advantage. Now you have a time disadvantage. Every action has an equal but opposite reaction.

If you can win. Then win. Don’t expect me to give up so you can win. Ran out of time? Then spend less of the time making earlier moves. Maybe you were only winning because you didn’t use your time as well. I really don’t get it why you’re expected to resign in time scramble.
