It's been too long but if you make a mission and place a locked vehicle, you should be able to open up the mission .sqm and look for that vehicle to see the ACE_vehicle.... to see the flag/boolean that locks it.
The template is just that, a template that I had made. You can make you own then copy paste it a dozen times and then sequentially number and edit them. Knowing the layout of the text is required, the same as in the video although this video is old, so checking the MCC4 site for updates could be very useful to you.

I have this issue where it says it's applying bandages and morphine and the animation is playing but it's not actually doing anything. Once the animation is over I'm just stuck in that progress bar unless I press ESC.

These circular menus do not pop up for me at all! The tutorial tells me to use my mouse wheel to roll down in the menu on the top left side but even with the bandages in my inventory the only option is done or an option to put my weapon on my back. Ive cycled through every single key and every tutorial they give is fucking useless because it doesn't say what keys or buttons to push but it tells you how to wrap a bandage in real life. The field manual is garbage, none of the binding or default key match anywhere close to what the manual says. Absolutely over complecated for no reason at all, essential keys that need to be pressed together are picked at opposite end of the board, so stupid. Im assuming your menus are extensions of mods or DLC?
I made this a long time ago but sounds like a few things. Check the ACE options - config if you want to change keybinds. I used left windows key at the time. I believe there is also a option for dropdown/wheel style menus. Also making sure you have the ACE module set correctly in the mission can sometimes fix this issue by reseting your config to its default values. I have a tutorial on setting your modules but as I mentioned it is old. Sorry I can't be of more help but I haven't played in a few years. Arma can be frustrating and isn't for everyone so good luck.
can you IED a vehicle lets just say a quad bike if you lave the bike while is walking foward she will keep acelerating , can you ied the bike to run into a nato position and KABOOM ?
I know thia might be a bit late but place any explosive on the vehicle, link it to a detonator and you are set. If u want to go full isis, set it to a dead man's switch and ram any vehicle in sight :)

Atropine is also used IV in order to treat symptomatic bradycardias that are not yet unstable. It's an anticholinergic which is why it'll treat both organophosphate toxicity and vagal brady.
As a community project you are more then welcome to provide script improvement here github.com/acemod/ACE3, Atropine is currently an artifact of ACE2 which will most likely remain in this state until NBS weapons are added. I would suggest not including the item in your missions until then and yes it is frustrating because it will dis-educate people is the true problem. I should also mention a large medical overhaul has been in progress for over a year now, as seen in the projects tab of the github.
How do I restart the default MCC campaign on a server? It seems to always save our resources and building placements and we want to start fresh. (Although the helicopters are respawned)

When i go to the store and tries to buy an item. Lets say antler rattle. They all are locked by a certain level or score, but i am over the required level to buy it but it even then says locked. How do I fix it?
