What always gets me about this bit is the mention of the Red Dwarf series? I would have thought that some of the humour and jokes would fly over Sheldon’s Head?
I know it is supposed to be a comedy but Sheldon is the most unlikable character on TV. IRL he wouldn't have a single friend. He doesn't hesitate to put the residents of the building in possible danger when he disconnects the power. Some could need sleep apnea machines or some other medical device that requires electricity but he only cars about his wishes. And, as the smartest man on the planet, he should realize that you don't need electricity to get water. His need to be in control by causing a building power failure just to get Leonard to reinstate the roommate agreement is pathetic.

All of this was orchestrated by Sheldon because he's an insufferable manchild who refuses to admit that he can't function without Leonard. Why the crap are we supposed to have an ounce of sympathy for him, after he causes everyone in the building to lose power?
I think the dramatic music playing in the background was a cue for the power outage. On TV, after dramatic music, something weird or crazy ALWAYS happens.
