Beach Cities Health District (BCHD) is a healthcare district focused on preventive health and serves the communities of Hermosa Beach, Manhattan Beach and Redondo Beach. Established in 1955 as a public agency, it offers an extensive range of dynamic health and wellness programs, with innovative services and facilities to promote health and prevent diseases across the lifespan.

BCHD’s wellness and healthy living programs and services are aimed at making prevention an integral part of the classrooms, workplace and homes of the beach cities.

To enhance community health through partnerships, programs and services for people who live and work in Hermosa, Manhattan and Redondo Beach.

BCHD's $4+ million budget is needed for the homeless of Los Angeles County. The three beach cities are generally healthy. Perhaps BCHD would relinquish these millions of dollars to solve this problem, rather than continue to fund an expensive, top-heavy and inefficient bureaucracy.

84% of 155,684 is 130,775 COVID TESTS BY BCHD OF NON-RESIDENTS! We spent $5M gross on COVID expenses and BCHD tested 84% NON-RESIDENTS. Nice work - NOT!

It now looks like BCHD taxpayers will be on the hook for $2M+ in taxpayer payments because BCHD provided 84% non-resident tests and 45% non-resident vaccines. BCHD has provided no detailed project accounting of how this fiscal disaster occurred.

Yes, the South Bay might be, but the 3 beach cities that own and fund BHD and own the land are getting 100% of the DAMAGES and only 4-20% of the benefits. The assisted living is 40% PV and overall 80% non-residents. The PACE is 96% non-residents. Allcove is 91% non-residents and the story of spending our TAX MONEY and using our FACILITIES for non-residents continues.

It certainly would be nice if BCHD learned from the LA County Health review of LiveWell Kids and put statistically valid evaluation plans in place at the beginning of programs, including control groups. LACDPH was clear that LiveWell Kids never had a program evaluation because BCHD never bothered to setup an evaluation framework at the beginning of the program. $14.9M a year in unevaluated expenditures is a lot of taxpayer-owner money that we blindly allow BCHD to spend.

Why is it that BCHD is the only gym that was unable to re-open the day of, or the day after, California allowed it. I know - it's because of their STELLAR planning skills. Come on BCHD - MORE WORK - less self-congratulation. I'm surprised you get ANYTHING done.

The 2020 Plan has 793,000 sqft of above ground construction after BCHD moved 160,000 sqft of underground parking into a huge, 8-10 story ramp at Prospect and Diamond. BCHD INCREASED THE HEIGHT AND THE AMOUNT OF TALL, SURFACE CONSTRUCTION.

OBESITY + OVERWEIGHT RATES 15% drop in obese and overweight adults (between 2010-2017). At 12.1 percent, the rate of obesity in the Beach Cities is less than half of the U.S. rate of 28.1 percent - meaning just one in eight Beach Cities residents are obese compared to one in four Americans nationally. 68% reduction in childhood obesity from 2007 to 2019 at Redondo Beach K-5 schools. The number of Beach Cities residents who are above normal weight (obese or overweight) fell from 60 to 50.8 percent. In contrast, 63.7 percent of U.S. adults and 58.7 percent of Californians are above normal weight. SMOKING RATES 36% drop in smoking (between 2010-2017). The smoking rate in the Beach Cities fell to just 8.9 percent of residents - a rate significantly lower than the U.S. (18.8 percent) and California (13.7 percent). EXERCISE Now, 65.8 percent of Beach Cities residents report exercising at least 30 minutes a day, three days a week-a 9 percent increase since 2010-compared to just 53.2 percent of adults nationally and 57.7 percent statewide. OVERALL WELL-BEING SCORE The Beach Cities collectively earned the highest 2015 Well-Being Index score (65.9) in the U.S., outpacing all 190 metropolitan areas measured. Individually, Manhattan Beach (68), Hermosa Beach (67) and Redondo Beach (64.8) placed first, second and fifth in the U.S. respectively. CREATING VALUE FOR BEACH CITIES: Since the inception of Blue Zones Project in 2010, improvements in community well-being are valued at: • Savings of $21M in direct medical expenses • Reductions in projected lost productivity of $21M • A cumulative total of $42M in value • $341 average annual per capita value Based on trends over the past 5 years, we project the total value of well-being improvement by 2020 to be: • Savings of $74M in direct medical expenses • Reductions in projected lost productivity of $51M • A cumulative total of $125M in value • $1,011 average annual per capita value

BAKALY TOLD BY BOARD TO AVOID A PUBLIC VOTE BCHD Board has directed CEO Bakaly to NOT take Phase 1 to a public vote. He has been directed to find a developer that will pay for the project and give BCHD a %age of the profit in return for BCHD letting the commercial developer have a long term lease on our public land. If BCHD actually cared what voters thought - of if they were ethical and above board, they'd go for a public vote. Unfortunately, the Board runs the BCHD like a hobby with taxpayer money. A PUBLIC VOTE WOULD REDUCE COSTS TO SENIORS Funding the project with tax-free municipal bonds would cut down the cost of financing instead of allowing the commercial real estate development partner to fund it. Using public funding would also avoid BCHD being forced to allow its for-profit commercial operator to charge $12K+ market rates for the senior housing. Instead, BCHD could have the facility run as a NOT FOR PROFIT. Cutting down the financing costs and cutting out the developer and operator profits could reduce rents by $5K a month. BCHDs BOARD IS MALFEASANT The Board should have fully considered the cost of using public debt and tax-free financing before moving forward with nearly $8M in pre-development costs on a path to beg a private developer to avoid a public vote. If you were the developer, you’d KNOW you were holding the upper hand and cut yourself a VERY NICE DEAL the completely screws the residents of Hermosa, Manhattan and Redondo. This project is clearly a non-starter. The 2019 Great Wall of Redondo plan (aka Star Trek) sat on top of underground parking, which removed 160,000 sqft of surface buildings from the plan. In addition, it was only 60-feet tall, this is now103-feet. BCHD has now put out a new plan, that BCHD touts as being SMALLER, but clearly it is not. BCHD moved the 160,000 sqft of underground parking to a 10-1/2 story parking ramp at Prospect and Diamond. The parking ramp will tower over the community. BCHD also raised the 60-foot structure to 103-feet, blotting out both PV views and the blue sky for anyone close. It also casts long shadows for anyone unlucky enough to be within a block or two of the building. The project completely ignores the surrounding communities and the conditional use permit conditions. #BCHDPrivilege

I am excited to see this improvement to our community since RB has been mired in stagnation for 12 years. I hope that the facility will include: Swimming facility At least one large exercise room (double the one currently available), as exercise classes are so well attended. It would be wonderful if it includes windows that open. Game changer.
