u get this ending choice only if u havent done any side quests to progress friendships or relationship with panam, kerry, river, or judy. even the dlc offers u one more choice and if u do all that u can also get the option to let johnny take over and go with rogue. Arasaka option is by far the worst option in the game considering everything in the storyline, but its no biggie cuz even i made this mistake the first time and learnt about the multiple other endings later on. Also johnny doesnt get mad at u in the elevator like he does in this case if u do all that friendship/relationship progress stuff. hope this helps.
although at the end of the day no matter who u go with, it ends up costing someone's life and thus game also has a ending where u can go there all by yourself and mission is called "(dont fear) the reaper" which is the only one where if u die it ends the game and even if u dont u still end up not having to sacrifice anyone else.
