My theory is one of the lost legions had a mutation allowing them to breed and create a different type of human and started to replace normal human secretly on their world and others, That would piss the the Big E off

It hasn't been fully explained but some chapters apparently (like the mentors) have the rank of Lt. Commander. This seems to the rank of an aid to the chapter master, such as a lieutenant being the aid of a captain. The Mentor legionary in Spears of the Emperor was this rank.

My best guess is that both fell to chaos way befote the heresy since I could've sworn someone else did a short about them where a primarch (Rogal Dorn I think was the one) during the heresy confronts Malchador about erasing their memories about the two legions. Malchador temporarily regrants them their memories and the primarch basically states "Had they still been around we would've lost long ago."
Honestly surprised they didn’t become the sole religion of the empire, why would the imperial cult even come to exist when these guys already filled the niche?
