The problem that comes up with bringing a character like Snow to the screen, is on screen he is going to look exactly like he wants to. In the book you can hear his thoughts and all the calculations he does to do and say exactly what will make whoever he's talking to happy. Even if it contradicts something he said previously. Since we can't hear his inner thoughts in the movie, it just looks like he's actually nice to everyone. What makes it more scary is that is exactly what people in power are like irl. Charismatic, never showing their true intentions and people fall for it and feel sympathy towards them never knowing that person is capable of atrocities like the Hunger Games
