The dream sequence in the original was rather weird, so this change makes sense if you want to make it more commercially viable. Still, something in me dies to see Ramard turned from the star of the song to this romanticized "good guy" comedy relief. At least the song still rocks, even with the lack of kooky costumes and choreography.
It is because this was added to the Japanese version of the musical. In the original version (French), ラマール is the one singing this song and trying to seduce Olympe. Artois is only involved in political matters.
