These people could be happy just sitting in a pile of shit when they are not sick from going into withdrawals. So people who don't know how it feels to be genuinely hooked on a specific narcotic can never understand this type of situation the State has to deal with. They don't want a roof over their heads, food, clothing, relationships, etc., they want to be how their drug makes them feel and that feeling only goes away with time, a long time, and only prison could keep them sober.
