It’s 1958 not 1949, the cars, the clothes the houses and the appliances are all late 50’s. I was born in 1949 and 8 years old in 1958 and I remember that time well.

I think you should take note of when this was taken. In 2008, prior to all smartphones having HD video recording capabilities. Digital cameras were just being released with HD, and camcorders were the best way to get quality HD. So yes...it's homebrew video, on what was a pretty good digital camera at the time.
