Haiti had to repay France after their independence up until a couple decades ago. Which stunted and lowered Haitis economic development. There is more to the story. Haiti basically had to pay for its freedom for hundreds of years to France. The real failure is French colonialism. I hope that Haiti will become better since it is now free from Frances debt.
