Vultures are bigger and heavier and stronger. They have stronger beaks than eagles which they use to crush bones of carcasses. On land no eagle has any chance against a vulture. In air it will be a different story. Eagles are hunters and much faster in air. However vultures can fly higher than eagles. An eagle will win in the air if it can catch a vulture in lower height. In reality though an eagle will never attack another large bird of prey as it is not worth it.
