How do you get Legion so early?

It's insane they have all this dialogue for Legion for all these missions you'll only take him to if you really deliberately want to. As normally Legion only joins after IFF mission at which point a lot of if not all of this would likely already be done, and doing other missions after IFF mission will cost crew and lock you out of saving everybody. The amount of work that went into these games is astronomical and i really hope we get this again with the new Mass Effect.

"I'll nap, Destroy universe later" Is without question the best line in mass effect and nobody can tell me otherwise.
