First you invent the most evil, blood thirsty monster humanity ever saw, then you tell the whole world about it, after that you can use your invention to do anything your evil heart desires and when you die, they will build statues to honor your courage and determination in defeating evil and saving the world. Anyone can try that, works every time. I have no idea where the belief that it's the good guys who win wars comes from, but I have my suspicions...
Spy agencies are nothing very creative, all countries have them but when your start starving to death whole populations, destroying whole cities and deliberately targeting civilian populations at night, using gas on indigenous populations, refuse to sit down to find some way to end the bloodshed, bomb the same city, Berlin, over 350 times, hide what you do from your own population, behave as if there were no rules, etc... Ungentlemenly? You bet.
