Back when the song was written, women were supposed to be "proper", so staying over the night at their paramour's place was socially frowned upon. But if it's really cold outside and she's kind of drunk, well, then she just has an excuse. The lyrics are supposed to be about how she should go, but doesn't want to, and the guy is giving her the excuses why she could spend the night. (Also, the "hey, what's in this drink" isn't about being roofied. It's a joke from the era about how you can blame your behavior on drinking alcohol, even though your glass is clearly nonalcoholic).
