He wasn't being a dick to you, he was establishing a safety parameter around you for guess what your safety. People who lived within that area required to be evacuated, what makes you so special to ignore safety guidelines which are in place for your protection as you don't understand the intelligence of what potential threat was possible within that area. Instead of trying to prove your "Public right" of wanting to be where YOU want to be in the world, sometimes circumstances are larger than your minute presence.
