From my assumption yes. If there was no power on the third rail. The trains would be on low power mode and would cause the trains to go at a max speed of 5-10 mph. but in the video, the trains was going more than 10 mph. It was going around 15-25 mph. of course they were going slow because they don't see anyone on the platform and for safety reasons.

The third rail. I believe most stations don’t provide electricity for the 3rd rail. It’s separated from the station which the voltage is provided somewhere else.
I thought this was an abandoned station at first only to realize that it's just a power outage. I had no idea this could happen to a Subway Station at all. How did this happened?
