From the brief moment it looks like a submerged mooring. I have used them lots of times. You use GPS numbers to get close, and then you can either snag it from the surface or put a dive over to tie up. Same thing you do to tie to discarder rigs that have been cut off except they are much deeper.
What spooks me the most is out there in the ocean somewhere is a whole field of sea mines chained to the sea floor, waiting for some anchor or submarine to set them off….. this is what the nazis wanted to leave their ordinance behind so civilians get hurt
Working aboard the R/V Athena out of Naval Station Panama City, we routinely planted inert mines to gather information on finding and designating them properly using US. Navy minesweeping sonar arrays. Occasionally one of them gets loose and we had to go recover it, but this one looks properly moored, making me think these divers are in a Restricted Area.
These aren’t just gonna randomly detonate. They have to have harsh physical contact on a horn to detonate, it looks like a 1940’s-1950’s anti ship sea mine chances are it was dropped and not documented I would report it to local authorities…. Unless you were diving somewhere you shouldn’t in which case stay away

Even of these were real, they wouldn’t have real risk of going off unless you hit the studs, which would cause a vial of acid to break which more less detonates the charge turning you into nothing
