The US doesn’t need millions. They were shutting those plants down. The US military was producing 14K 155mm per year and were ramping it down further. There are no paying customers for these munitions. Most countries make their own. The US is ramping up production to 100K a year mostly to send to Ukraine for free. The US could easily make millions if there were any customers.
Nowadays you have rubber, plastic, ceramic, custom and all sorts of other possible bullets that can be made though. The cheap majority mass produced will always be the above seen materials, but you can shoot glass marbles, pennies or batteries out of shotgun shells for heaven sake :)

You obviously don't know much about ammunition. You mention many, many times bullets yet show shell casings. A bullet is just 1 peice of a cartridge. It's the projectile, not the casing, primer, or accelerant. You've really misled the cidiots now.
What you are referring to as a "bullet" is actually a "Cartridge". The "bullet" is merely the lead cored, copper jacketed projectile. The remainder of the cartridge is the primer, powder and the brass (cylinder).
