Its totally fake. No official confirmation about Ozotto plus MUI can't break limits like this and you should always say that you make fanmade power levels.
I explained it 2 years ago in my videos that I use Beyond Limit to give unlogical power increase of SDBH a increase that could suit and the power scalling stays steady. Cause in SDBH character's gets 100 to 1000 times stronger without any explanation in per Arc. In DBS I don't even use Beyond Limit

Need to wait november for super guide but yes in SDBH CC Goku UI/MUI can be Perfect UI/MUI or "Beyond Limits" as long as it has the help of a Buff or an extreme Power up such as the dragon First aura

btw the translation is German sung by a chor it seems or several audio tracks....it means " du bist mein Feind, durchsteh mein Leben, der Preis ist grausam, ohne was zu geben." meaning "you are my enemy, endure my life, the price is cruel, without giving anything." hope that helps
