Great question! You will not be charged fees if you run out of stock. Also, there are a few exceptions, if you are new to FBA then you will have a 180 day grace period and will not be charged the fees as well.
You missed the worst con of FBA. The New inbound fees and the delay to get products available for sale. Takes like 3 weeks to be available. That’s time you could be selling fbm
Yes if you are left with no other option FBM can be a good backup, that's why I mentioned you need to plan and keep enough inventory. We usually recommend on the low end 45 days of inventory, but more will be needed especially if your sales velocity is ramping up. How much time it takes for your inventory to be received by Amazon will also depend on how much you are sending in and where the warehouse is located as well.
