It is a third person narrator. Can the narrator read the characters' thoughts? Then he is omniscient. If he cannot, then he is limited. Which one do you think he is?

Because the narrator's knees are so dark, she is implying that the narrator's mother uses her to wash the floors - her knees must be darker from scrubbing floors on her knees. So she is being nasty when she says if her mother buys a mop, she doesn't have to wash the floors on her knees anymore.
