I have listened and what you didn't say once is anything about the contractors who hired them. You said they weren't taught properly or given things like masks. I was there during the clean ups and they were asked do you know what this involves? Do you have the proper equipment both were responded yes....should more have been done hell ya....is it all on the contractors? Hell no...
