Despite the size of that hamster, there was not enough bedding put in the cage, and not enough could even fit so maybe a fish tank cage that's at least 450 square inch or a bin cage. I think the hamster was struggling on the wheel since it was so thick so a cage that doesn't have a built in wheel is fine too. But small tale cages aren't the best.
Your hamsters absolutely adorable, but please look into proper hamster care so as to provide your little one with a happy life. Bin cages are cheap and great option. The bare minimum* for hamster cages in the US is 450sq inches.
