If all you're doing is making it harder to achieve an outcome, that extra effort is wasted. It would be better (more efficient) if you could achieve the same outcome without the wasted time and resources.
Efforts linked with the fishery areas giving them ownership or leased rights may give better management,high profits and more taxes to the nation or concerned governments.

you speak terribly no offense, but it is utterly annoying and irritating. try making complete sentences without stammering or using words like "uh" "um" "huh" or whatever it is that you use and and be clear in your sentences. then re-make this video and upload it. this video made me not want to study any more. thanks.
