honestly speaking, Nagoya is a pretty boring and dull city but the surrounding spots are really interesting and worth to visit. Ise, Korankei, Gero Onsen and Nagashima waterpark
Nagoya is very unique in term of sightseeing, but you are right about all the interesting places in surrounding area. Nagashima Spa Land is my favorite!!

There are many hotels in the Shirahige Shrine area, but if you're looking for a more authentic Japanese experience, I would recommend Ryouriryokan Toriirou (料理旅館鳥居楼). It offers a genuine Japanese atmosphere and excellent cuisine for reasonable price. I believe it's located approximately 10 min away by car. As for the Omi beef, you'll find many popular restaurants in the Otsu area.
