You can go inside before the temple is dedicated. We have some in Utah that are going to be open for open houses. We have open houses so anyone can enter and get a tour. It is just that once the temple is set apart you have to be living a certain way to enter. Think of it like you climbing the mountain to enter gods presence. Like Moses did. Another good analogy is that it is the lords house and in order to go to the lords house you need to keep certain laws and commandments to enter. Just like a child would be sent to their room and could not be with the family or eat dinner with the family if they were being disobedient and disrespectful. We have had people try to sneak in to film lesbian porn and disrespect our religion. This is a place that is holy. This is gods house.
