It looks as though the dampers are applied asymmetrically? There's no visible damper to compliment the one on top that's fastened to the outer wall. Unrelated to the above comment - if the TMD were to fall on that floor, would the floor be strong enough to stop it?
I know I wouldn't want to. I doubt anyone will ever actually live there. That apartment is just an investment property for some ultra wealthy dirt bag.

when I watch those kinds of videos, I am not too worried about the height, I assume they are not afraid of height and they wear safety harness, but I am worried about the fingers.
One of my friends worked in erecting steel frames for buildings, something happened ( ? ) anyhow a steel beam fell, crushed his legs, amputated left leg below knee cap, right leg above knee cap ! Its very dangerous work ! 😢
More than likely an injury like that was the result of getting caught between beams falling over on the ground, there's often very little room once the iron is shook out.
