Ethanol is HYGROSCOPIC, not HYDROSCOPIC. Hygroscopic substances do NOT absorb water out of the air, regardless of the humidity. Moisture (water) forms in a tank because of condensation. Condensation can occur even with empty tanks. If you want to speak with authority, provide correct information.
