IEMs and White noise/Static noise are almost synonymous because of the "audio output device". However, to "almost get rid of the noise", start by checking the gain levels on your interface and confirming all connections are properly secured. Switch to a different power source if possible, and consider using a dedicated audio player or DAC. If the noise persists, it may be related to your IEMs or the recording environment. I guesssss
Everything about this setup is amazing, BUT, the psu you are using for the pc, maybe cutting it too close to the min requirements, especially for the 4090. The min req is a 850watt unit, any sudden power surges in your area could potentialy blow both your psu and the gpu

Not an expert, but, from what I know, you hear white noise with your IEMs because they are very sensitive and maybe your source, aka your audio interface, outputs too much power for them or it just doesn't have a low pass filter so your IEMs pick up high frequencies of other electrical signal that go through the audio interface. To fix this white noise problem it is recommended to get a dedicated DAC. It doesn't need to be expensive, even a $10 dongle DAC should be enough. Hope this comment helps!
