Do u mean WHERE to go for PCR? There's a list of PCR Test centres provided on this website. www.communitytest.gov.hk/en/. You may choose one near you and book online for shorter queue.
I would think many foreigners wouldn't have a HK number like yourself. I suppose it shouldn't be a problem. What's crucial is, your number must be able to receive SMS from CHP (Health Authorities). For PCR Test results and tracking “if” necessary
