Slow down to 0.25 and it may sound like the buzzer started like 0.01 sec before he said "moving", but he did argue right away he started on time without pausing. Producers may have ruled that a good solve to avoid controversy because that was insanely close. But here, if slowed down, its quite clear that the buzzer beat her. Not by much, but it did.
It doesn't seem fair. Poor Sally! :( I have the same thing happen, just on the other end. They rolled a 5 and they went with the odds of lower than 5 and it was a 6. That's rare bad luck too. Bob concluded that it was enough to make them want to throw out the dice game. On the other hand, I've seen them roll only either 1's or 6's, and they automatically won.
