Golems are some form of construct and they were given life with the forge of sin If i remember correctly. They could count as some form of weaponry/killing machine or I like to think of them as automated tanks
Lore Wise the Forge of Sin does actually corrupt the Duke, so infact he can plead insanity. Also he'll be able to actually outlive any sentence you give him 💀

The Golems were originally created as a peacekeeping force to defend the inhabitants of the island from the numerous threats that preyed upon them, and it wasn't until his acquisition of The Forge of Sin that they turned on the inhabitants that weren't his closest confidants as a noble of Celtor. And to add to that, the Golems are literal rocks controlled directly by Mr. Erisia's Resonance, and not some "programming". As for his rise to power, it's easy to say that he was powerful before the Great Drowning of Celtor, given his title. As for your idea of the Golem's being "programmed", the Golems are directly controlled by Mr. Erisia's Resonance, making the Stone statues operate. As for the creation of the Golems, I believe that they were initially used as a peacekeeping force, similar to the Hive Mechs patrolling The Starswept Valley.
