We do this in September. Independence Day is celebrated on Sep 15th, but it's generally conceived as 'Independence Month' so it's common to see the flag everywhere all through the month. Enjoy your stay!
There's no third rail and just the tracks themselves. And the train only comes like 2-3, generally 2, times a day. It's also announced. So yeah , technically still dangerous but not as much as you think.
