If you override Fallout's built-in VSYNC with Nvidia Control Panel's Vsync, then you're going to be overwiting any mods that adjust for High FPS such as HighFPSFix and LongLoadingTimesFix. That would mean limiting your loading screen FPS to the Hz of your Display, whereas it's been found that allowing the loading screen to hit 400FPS actually helps loading speed up some. Also, those mods are tuned to drop your lockpick screen to a maximum of 60 to prevent weird glitches at high FPS. So i would actually not recommend setting Vsync from Nvidia CP if you're using any of these mods to fix your game.
that R toggle button.... makes sense why you wouldn't record on all channels but man that was painful missing that button until you pointed it out. Thanks for the video as once you clicked on that, happy days.
dropping a like and a follow. only guide that fixed my issue. had to change and lower settings to get this choppy stuttering sound to stop. thank you much!

Came here to comment after the "next gen update" came out today and wondered why my game was like this. Turns out the next gen update didn't bother to fix this
