The podiums sit very near the top of the building (it's an absolutely massive 62 storeys) so they aren't accessible to the public, as they wouldn't be safe.
Actually it's 32 metres difference (310 vs 278) but yes, as the others have said, the City of London refers to the central Square Mile financial district, where 22 Bishopsgate reigns supreme! The Shard is in Southwark.
