It's part of the "social climbing" story mission. Zoe Washington must not be dead or Sophia will activate the killswitch before this point, triggering the game over screen.
I get why they added the kill switch for the story but MAAAAN I hate it!! Because now if you want to remake this mission with the Constant a target as well? It's too easy. You can even pistol snipe him from the dock, the default start of the map. He won't get found. Or you can just get ahold of the kill switch, it's just a free auto kill, too easy too boring. So now if you want it to be a decent challenge you have to make it a melee kill. LAAAAME.
She brings up killing caruso if you give her the DNA sample, but she says she needs caruso to finish the virus, then she'll kill him. I agree it definitely should be explored.

Imagine the adrenaline rush: you think you have everything under control as you're covertly preparing for a hit, and then, out of everything, your sniper rifle that was behind your back just disappears. I'd probably have the same reaction.
First i thought he was blind or something for straight up ignoring the gun but now i see he was playing it smart: His gun was removed, and a coin alerted him, his gun ended up a store below thus he thought someone, perhaps a counter hitman was playing games on him so he did the smart thing and ran.
Now what would be more realistic was if he becane an enforcer upon reaching the street. A bald white man follows him after that occurence is almost always suspicious
