How do you make them spin

Although loud, that’s a pretty cool looking runner. I’ve never seen anything like it. What is it supposed to be for? It’s too small to be shunting cars. Is it some sort of repair/inspection vehicle, like The street Trucks, with rail wheels? Is this a folly, or an actual engine, and if real, is it American, European, universal? I saw it says Santa Fe on the labeling, but that could just be an affectation.
