I love how you can see elements of different python jokes in all their work. They mentioned the parot and the officer also used the word "ptang" which in Holy Grail was part of what the knights of "Ni" said - "icky, icky ptang!!"
To everyone who is so keen to point out that Semprini was a real person: Don't you think the joke works whether or not this is the case? I had no idea he was a real person, and I always thought it was hilarious because it sounds so different from the other words in context. It works perfectly well as a nonsense, which is why I think they used it.
