Can't this car rev to 8000 rpms? Is it more effective to shift at 7k for the torque curve or is it just to save fuel or manage the engine wear?

I used to have. 12 a wankel in a toyota chassis . Had to get rid of it . Still heartbroken about it although is been over 26 years now .
