The catalyst was gotten from pledging to a faction since theyre all removed from gameplay not sure if you can currently get the catalyst. If I find out you can I'll update this.

I saw this answer from another RU-vid channel, from BuffAxton: "It was only obtainable during the warmind dlc for the faction rally if you hit rank 50 with new monarchy. It has not came back yet as there have been no faction rallies in the forsaken expansion

Faction rallies will be back for season 7. Noted from Mesa Sean, Aztecross and Houndish

You can get the risk runner catalyst from Strikes .

To get the catalyst you were supposed finish the mission to get the riskrunner I'm guessing you guys returned to orbit or left
