It was never a question of "proper paperwork." Even with proper paperwork, people were getting denied at the tax office and DMV offices. The issue was that most tax/DMV offices were not following official DMV policy and were actually issuing title and registration against official DMV policy. The DMV/Tax offices that were not issuing title and registration were doing so correctly, in line with official DMV policy. This this major discrepancy created the false impression that kei vehicles were street legal in Texas. Most DMV/tax offices were not aware of their own policy on kei vehicles. These vehicles are so unique and are not delt with on a regular basis. Larger population centers that have seen more of these try to be titled and registered (Austin, San Antonio) were familiar with the policies and enforced them. All of that is made clear by the TxDMV Registration and Title Bulletin # 01-24 Policy and Procedure. That bulletin says: "The department previously determined mini vehicles were not eligible for title or registration. The department has re-evaluated the current policy and conferred with the Texas Department of Public Safety (DPS) regarding safety considerations and inspection requirements. DPS determined that if the vehicle passes current inspection requirements the vehicle can be registered and operated on public roadways. As a result, the department has revised the titling and registration requirements for these vehicles."
I got deny a 68-a inspection in Bexar County. Went inside the DMV and said the 25 year rule didn’t apply and they don’t title mini truck. It a 1996 Honda with all paperwork except 68a
After April 4, 2024 didn`t that change? It says as of that day these vehicles are required to be titled and registered to be street legal. Why would they say that and then turn around and deny the inspection???

Yes they are universal, which is why you need to modify them. Mine sit perfectly if you pay attention. This example in the video is how NOT to install the springs
Super helpful. I was getting worried because my Kei truck doesn't arrive for another month or two and I was just reading from a kei truck modification business down in Conroe that they're stopping registration in Texas. I'm just down the road so I'll be headed up to Denton County when it arrives.
Denton county are idiots then. None of those small trucks pass DOT crash standards, therefore NOT street or highway legal in the US.....ANYWHERE. How do I know ? I used to import them for a company called Vantage Vehicle Group.....it's all we did, import those mini trucks, and vans, and ambulances, etc. Yes I was even involved with *attempting* to get them smog legal in Cali......that sucked, hard.....but the newer EFI units will pass a smog, if required. It in no way added the DOT crash bumpers, the air bags, the ladder frame construction.....NONE of the DOT required features. So, don't let this video fool you.
They are exempt based on being 25 years old is my understanding (although it is all a grey area). It makes no sense that they can't be street legal when we have motorcycles and golf carts rolling around on Texas roads. If they want to make them not allowed for interstates, fine. But it is beyond silly to not be able to drive on suburban streets with a kei truck. I've seen multiple with plates between Dallas and Denton County.
