Have to try this sometime, Im a fan of there other products. I'm due to order something for my next project, was going to use their other product that does well over rust, I think its the DTA epoxy? I think POR is excellent but extremely finicky. First, Paint Over Rust is misleading. They have you convert the rust first via a phosporic acid wash. You then have to rinse the crap out of it IIRC, and then make sure its dry. Then and only then can you put the POR on. The prep is extensive, but to me, the worst part is top coating, which, as you mentioned, is a must if the part will see any UV. You have a very short window to apply a second coat of POR, and the same goes for top coat. Otherwise, you have to scuff, clean, and then recoat. Temperatures need to be pretty warm amd its got isocyanides, so you need a respirator - I lost about 5 lbs of sweat the last time I used it. Oh, and god help you if you want to keep a partial can of POR around.
